The process of formation and development

Period 1997-2002

On November 6, 1996, at the 10th session, the 9th National Assembly, issued Resolution "On the division and adjustment of administrative boundaries of some provinces". According to the Resolution of the National Assembly, from January 1, 1997, Hai Hung province was divided into Hai Duong province and Hung Yen province. The Department of Science, Technology and Environment of Hai Hung province is separated into the Department of Science, Technology and Environment of Hai Duong province and the Department of Science, Technology and Environment (Science, Technology and Environment) of Hung Yen province.

On January 7, 1997, the People's Committee of Hung Yen province issued Decision No. 03/QD-UB to establish the Department of Science, Technology and Environment of Hung Yen province. On that basis, on February 28, 1997, the People's Committee of Hung Yen province issued Decision No. 133/QD-UB on the functions, tasks, and organizational structure of the Department of Science, Technology and Environment. The Department is a specialized agency of the Provincial People's Committee, helping the Provincial People's Committee perform the state management function of Science, Technology and Environment.

At this time, the department's organizational structure includes 05 specialized departments: General Administration Department, Science and Technology Management Department, Documentation and Industrial Property Information Department, Environmental Management Department, and Inspection Department. The department and unit on duty are the Department of Standards, Metrology and Quality.

The period 2003 to present

On August 5, 2002, at the first session, the 11th National Assembly issued Resolution No. 02/2002/NQ-QH11 establishing the Ministry of Science and Technology. On April 2, 2003, the Prime Minister issued Decision No. 45/2003/QD-TTg "on establishing the Department of Natural Resources and Environment, changing the name of the Department of Science, Technology and Environment to the Department of Science and Environment". Technology belongs to the People's Committees of provinces and centrally run cities."

Implementing the Prime Minister's Decision on splitting the Department of Science, Technology and Environment under the Provincial People's Committee, on October 7, 2003, Hung Yen Provincial People's Committee issued Decision No. 56/QD-UB on changing the name of the Department of Science, Technology and Environment into the Department of Science and Technology under the Provincial People's Committee, transferring staff and state management tasks on the environment to the Department of Natural Resources and Environment; Additional state tasks on nuclear radiation safety and scientific and technological potential.

On May 29, 2004, the Center for Advanced Application of Science and Technology was established under Decision No. 66/QD-UBND of the Provincial People's Committee. In May 2005, the state management function of information technology was transferred to the Department of Posts and Telecommunications.

On April 16, 2009, the Provincial People's Committee issued Decision No. 734/QD-UBND regulating the functions, tasks, powers and organizational structure of the Department of Science and Technology of Hung Yen province. During this time, the Department has a structure including 06 specialized departments (Financial Planning Department, Scientific Management Department, Technology Management Department, Department Office, Specialized Management Department, Department Inspectorate) and 02 units. affiliated (Department of Resettlement and Center for Advanced Application of Science and Technology).
